Fundamentals of the Ethics of Artificial Intelligence

It is generally assumed that artificial intelligence can enable machines to demonstrate human-like cognition and is more efficient (e.g., is more accurate, faster, and works around the clock) than humans in various tasks. There are numerous statements about the prospects of artificial intelligence that are growing in various areas of our lives.

Some examples: in everyday life, artificial intelligence can recognize objects in images, it can transcribe speech into text, can translate between languages, can recognize emotions in facial images or speech; when traveling, artificial intelligence makes self-driving cars possible, it enables drones to fly autonomously, it can predict the difficulty of parking depending on the area in crowded cities; in medicine, artificial intelligence can discover new ways to use existing medicines, it can detect a number of conditions from images, it makes personalized medicine possible; in agriculture, artificial intelligence can detect crop diseases and spray pesticides on crops with high accuracy; in finance, AI can trade shares without any human intervention and automatically process insurance claims.

AI can predict potentially dangerous weather in meteorology; AI can even do a variety of creative work, such as painting a replica of Van Gogh’s artwork, writing poetry and music, writing film scripts, designing logos, and recommending songs/movies/books you like. AI can make things as smart as humans do, or even smarter. Various ambitious claims about the prospects of AI are encouraging AI to be widely implemented in various fields, including public services, retail, education, healthcare, etc. For instance, artificial intelligence provides monitoring of climate change and natural disasters, improves public health and safety governance, automates the administration of public services, and fosters efficiency for the economic well-being of the country. AI also helps prevent human bias in criminal proceedings, provides effective fraud detection (e.g. in the areas of social security, taxes, trade), improves national security (e.g. through facial recognition), and so on. However, artificial intelligence may have negative impacts on people.

For example, artificial intelligence usually needs huge amounts of data, especially personal data, to learn and make decisions which makes the issue of privacy one of the most important AI concerns (M. Deane, “AI and the Future of Privacy,” Towards Data Science, Sep. 05, 2018.

Since AI is more efficient than humans at doing many repetitive and other jobs, people are also concerned about losing their jobs due to AI. In addition, highly advanced generative adversarial networks (GANs) can generate natural quality faces, voices, etc. (T. T. Nguyen, C. M. Nguyen, D. T. Nguyen, D. T. Nguyen, and S. Nahavandi, “Deep Learning for Deepfakes Creation and Detection: A Survey,” arXiv:1909.11573 [cs, eess], Jul. 2020), that can be used for harmful activities in society.

In view of the diverse and ambitious claims for AI, as well as its possible adverse impacts on individuals and society, as mentioned above, it faces ethical issues ranging from data governance, including consent, ownership, and privacy, to fairness and accountability, etc. The debate on the ethical issues of artificial intelligence started in the 1960s (T. T. Nguyen, C. M. Nguyen, D. T. Nguyen, D. T. Nguyen, and S. Nahavandi, “Deep Learning for Deepfakes Creation and Detection: A Survey,” arXiv:1909.11573 [cs, eess], Jul. 2020).

As artificial intelligence gets more sophisticated and is able to perform more difficult human tasks, its behavior can be difficult to control, check, predict, and explain. As a result, we are witnessing an increase in ethical concerns and debates on the principles and values that should guide the development and deployment of artificial intelligence, not only for individuals but for humanity as a whole as well as for the future of humans and society (J. Therefore, it is crucial to define the right set of ethical fundamentals to inform the development, regulation and use of AI, so that it can be applied to benefit and respect people and society. Bossmann outlined the nine main AI ethical issues as follows: unemployment, inequality, humanity, artificial stupidity, racist robots, security, evil genies, singularity, and robot rights.

Studies have shown that ethical principles enhance consumer trust and satisfaction, as consumers will be more likely to trust a company whose interactions with AI they perceive as ethical, which shows the importance of ensuring that AI systems are ethical for AI to have a positive impact on society. Thus, an ethical AI framework should be established to guide AI development and deployment. The ethical framework for artificial intelligence involves updating existing laws or ethical standards to ensure that they can be applied in the light of new AI technologies (D. Dawson et al., “Artificial Intelligence — Australia’s Ethics Framework,” Data61, CSIRO, Australia, 2019). There are discussions about what “ethical artificial intelligence” is and what ethical requirements, technical standards, and best practices are required for its implementation (A. Jobin, M. Ienca, and E. Vayena, “The global landscape of AI ethics guidelines,” Nature Machine Intelligence, pp. 389–399, Sep. 2019).

This article outlines current efforts to provide an ethical AI foundation and identifies the most common AI ethical principles on which ongoing work is focused. Then, it examines implementing the ethics of artificial intelligence from principles to practices to find effective ways to put ethical principles of artificial intelligence into action. In addition, some examples of institutions specifically dedicated to AI ethics as well as ethical AI standards are presented. Finally, some intuitive suggestions for implementation are discussed.

Ethics is a branch of philosophy that involves the systematization, defence, and recommendation of concepts of right and wrong behavior, typically in terms of rights, duties, benefits to society, justice, or specific virtues.

It attempts to resolve issues of human morality by defining such concepts as good and evil, law, justice, and crime. Nowadays, there are three main areas of ethics research: metaethics, normative ethics, and applied ethics. Among these three main areas, normative ethics is the one that studies ethical action, exploring a series of questions that arise when considering how to act morally. Normative ethics examines standards for right and wrong actions.

The main trends in normative ethics include (A. Jobin, M. Ienca, and E. Vayena, “The global landscape of AI ethics guidelines,” Nature Machine Intelligence, pp. 389–399, Sep. 2019): deontological ethics, dirty ethics, and consequential ethics. Ethical AI is mainly related to normative ethics, specifically to deontological ethics, which focuses on the principles of duty (e.g., Immanuel Kant was one of the philosophers working in this area). Some examples of questions in this section include: what is my duty? What rules should I follow?

Ethics is a well-researched field in which philosophers, scientists, political leaders, and ethicists have spent centuries developing ethical concepts and standards. Different countries also establish different laws based on ethical standards. However, there are no commonly accepted ethical standards for AI due to its complexity and relatively new nature. The ethics of artificial intelligence is the branch of the ethics of technology that refers to AI-based solutions. An IEEE report entitled “Ethically Aligned Design” (The IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems, “Ethically Aligned Design: A vision for prioritizing human well-being with autonomous and intelligent systems”, IEEE, 2019.) states that the three highest-level ethical concerns that should drive the development of artificial intelligence include:

- “Embodying the highest ideals of human rights”;

- “Prioritising the maximum benefit to humanity and the natural environment”;

- “Reducing the risks and negative impacts as A/IS (autonomous and intelligent systems)

develop as socio-technical systems”. It is essential to integrate ethics into algorithms, otherwise artificial intelligence will make unethical choices by default (R. McLay, “Managing the rise of Artificial Intelligence,)” 2018. .

In general, AI solutions are trained with large amounts of data for various business purposes. Data is the backbone of AI, while business requirements and end users of AI determine the functions of artificial intelligence and the way it is used. Thus, both data ethics and business ethics are contributing to AI ethics. The ethics of artificial intelligence demands active public discussion, taking into account the impact of artificial intelligence, as well as human and social factors. It is based on various aspects, such as philosophical foundations, scientific and technological ethics, legal issues, responsible research and innovation for AI, and others.

Ethical principles describe what is expected to be done in terms of right and wrong and other ethical standards. AI ethical principles refer to the ethical principles that artificial intelligence should follow with respect to what can and cannot be done when using algorithms in society. Ethical AI deals with AI algorithms, architectures, and interfaces that are in line with AI ethical principles such as transparency, fairness, responsibility, and privacy.

To mitigate the various ethical issues mentioned earlier, national and international organizations, including governmental organizations, private sectors, as well as research institutes, have made significant efforts by establishing expert committees on artificial intelligence, developing policy documents on the ethics of artificial intelligence, and actively discussing the ethics of artificial intelligence within and outside the AI community. Dawson et al., “Artificial Intelligence — Australia’s Ethics Framework,” Data61, CSIRO, Australia, 2019), which uses a case study approach to examine the ethical fundamentals of artificial intelligence and offers a toolkit for implementing ethical artificial intelligence.

In addition to governmental organizations, large leading companies such as Google (Google, “Artificial Intelligence at Google: Our Principles,” Google AI and SAP (SAP, “SAP’s Guiding Principles for Artificial Intelligence” Sep. 18, 2018. have published their principles and guidelines on AI.

Furthermore, professional associations and non-profit organizations such as the Association for Computing Machinery (ACM) have also issued their own guidelines on ethical AI. The Institute of Electrical and Electronics Engineers (IEEE) has launched the “IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems” “to ensure that every stakeholder involved in the design and development of autonomous and intelligent systems is educated, trained, and authorized to prioritize ethical considerations to keep these technologies at the forefront for the benefit of humanity (IEEE, “The IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems,” IEEE Standards Association.

The IEEE has also developed the P7000 draft standards specifically for future ethical intelligent and autonomous technologies. This section examines what the ethical principles of artificial intelligence are and what ethical requirements are required for its implementation.

With technology continuing to develop at an unprecedented rate, the use of artificial intelligence (AI) is becoming more and more common in many areas of our lives. However, since the amount of data we create and share on the Internet is growing at an exponential rate, privacy issues have become more relevant than ever before. Therefore, I believe it is significant to study the topic of privacy in the age of artificial intelligence and delve into the ways in which artificial intelligence affects our personal data and privacy.

In the digital age, personal data has become an incredibly valuable asset. The huge amounts of data that are generated and shared online every day enable companies, governments, and organizations to gain new insights and make better decisions. However, the data also contain sensitive information that individuals may be reluctant to share or that organizations have used without their consent. That is where privacy comes in.

Privacy is the right to keep personal information private and free from unauthorized access. It is an important human right that provides individuals with control over their personal data and the way they are used. Nowadays, privacy is more important than ever before as the amount of personal data collected and analyzed keeps growing.

Privacy is crucial for a variety of reasons. First, it protects people from harm, such as identity theft or fraud. It also supports individual autonomy and control over personal information, which is important for personal dignity and respect. In addition, privacy enables people to maintain their personal and professional relationships without fear of being monitored or interfered with. Last but not least, it protects our free will; if all our data are public, toxic recommendation engines will be able to analyze our data and use them to manipulate people forcing them to make certain decisions (commercial or political decisions).

In terms of artificial intelligence, privacy is crucial to ensure that artificial intelligence systems are not used to manipulate or discriminate against people based on their personal data. AI systems that rely on personal data to make decisions need to be transparent and accountable to ensure that they do not make unfair or biased decisions.

The value of privacy in the digital age can hardly be overstated. It is a fundamental human right, essential for personal autonomy, protection, and justice. As artificial intelligence keeps becoming more prevalent in our lives, we have to remain vigilant in protecting our privacy to ensure that technology is used in an ethical and responsible manner.

Privacy Challenges in the Age of AI

Big tech companies have become some of the most powerful organizations in the world, having a huge impact on the global economy and society as a whole. As artificial intelligence emerges and the future transitions to the meta-universe take hold, their power will only increase.

Today, large tech companies such as Google, Amazon, and Meta have access to huge amounts of data, which gives them unprecedented power to influence consumer behavior and shape the global economy. They are also becoming increasingly involved in politics, as they have the ability to affect public opinion and define government policy.

As we are heading towards a metaverse where people live, work and interact in virtual environments, Big Tech companies are likely to become even more powerful. The metaverse will generate data usage twenty times more than the Internet does today, creating even more opportunities for big tech companies to use their data and influence.

The metaverse will also enable Big Tech companies to create entirely new virtual ecosystems where they have even more control over the user experience. This could open up new opportunities for Big Tech companies to monetize their platforms and have an even greater impact on society.

However, this power comes with great responsibility. Big Tech companies have to be transparent about their data processing and guarantee that the data they collect are used in an ethical and responsible manner (European GDPR legislation). They also have to ensure that their platforms are inclusive and accessible to everyone, rather than controlled by a small group of powerful players.

The growth of Big Tech has given these companies incredible power, and their influence will only increase with the coming shift to a comprehensive Internet. Although this opens up many exciting opportunities, large tech companies should take proactive steps to ensure that their power is used ethically and responsibly. By doing so, they can build a future where technology is used for the benefit of all of society, rather than just a select few. Certainly, it is naive to think that Big Tech will do this voluntarily, so regulation will likely force Big Tech to take a different approach.

Data Collection and Use by AI Technologies

One of the most significant impacts of AI technology is the way it collects and uses data. Artificial intelligence systems are designed to learn and improve by analyzing huge amounts of data. As a result, the amount of personal data collected by AI systems keeps growing, which raises privacy and data protection concerns. To see how our data (articles, images, videos, purchases, geo-data, etc.) are being used, you just need to look at various generative AI tools such as ChatGPT, Stable Diffusion, DALL-E 2, Midjourney or any other tools being developed.

What may be even more important is that the use of personal data by AI systems is not always transparent. The algorithms used in artificial intelligence systems can be complicated, and it can be difficult for individuals to understand how their data are used to make decisions that affect them. Lack of transparency can result in distrust of AI systems and a feeling of discomfort.

To overcome these challenges, it is essential that organizations and companies using artificial intelligence technologies take preventative measures to protect people’s privacy. This includes implementing robust data security protocols, ensuring that data are used only for its intended purpose, and developing AI systems that follow ethical principles.

It goes without saying that transparency in the use of personal data by AI systems is critical. People need to understand and be able to control how their data are used. This includes the ability to refuse data collection and request deletion of their data.

This way, we can build a future where artificial intelligence technologies are used for the benefit of society while protecting people’s privacy and data.

Bias and Discrimination Issues

Law enforcement and security agencies should be transparent about when and how these systems are used, while people should have access to information about how their data are collected and exploited. The integration of AI-based surveillance systems has undoubtedly brought significant benefits to law enforcement and security agencies. However, it is critical to recognize the potential risks of these systems to our fundamental rights and freedoms. Lack of transparency and the risk of discrimination are just some of the issues that regulatory bodies must address to ensure that privacy and civil liberties are protected.

The implementation of strict rules and supervisory mechanisms is a crucial step towards a future where artificial intelligence technologies are used for the benefit of society without undermining individual rights and freedoms. It is important to establish clear policies and procedures to regulate the use of AI-based surveillance systems and ensure transparency in their application. In addition, independent supervision and review mechanisms should be introduced to ensure accountability.

The European Union (EU) Parliament has recently taken a significant step towards protecting individual privacy in the age of AI. A majority of European Parliament members are currently supporting a proposal to ban the use of artificial intelligence for surveillance in public places. This proposal would prohibit the application of facial recognition and other forms of AI surveillance in public places unless there is a specific threat to public safety. This decision reflects growing concerns about the possibility of using artificial intelligence technology in ways that violate individual privacy and other fundamental rights. By prohibiting the application of AI-assisted surveillance in public places, the European Parliament is taking a strong stand to ensure that AI technologies are developed and used in a way that respects individual privacy and other ethical considerations.

From my point of view, the use of artificial intelligence technology for surveillance can only be justified if it is carried out in a responsible and ethical manner.
